Standards Announcements
- USDOT is pleased to announce IEEE’s publication of IEEE 1609.3-2016 Standard for Wireless Access in Vehicular Environments - Networking Services. IEEE 1609.3 defines network and transport layer services, including addressing and routing, in support of secure WAVE data exchange. It also defines Wave Short Messages, providing an efficient WAVE-specific alternative to IPv6 (Internet Protocol version 6) that can be directly supported by applications. Further, this standard defines the Management Information Base (MIB) for the WAVE protocol stack. The standards can be purchased from IEEE at https://store.accuristech.com/ieee.

- USDOT is pleased to announce SAE International's publication of J2735, Dedicated Short Range Communications (DSRC) Message Set Dictionary, for applications utilizing the 5.9 GHz DSRC for Wireless Access in Vehicular Environments (DSRC/WAVE) communications systems. This document defines the messages, data frames and data elements that make up the messages and is facilitated through tables in this document. Additionally, SAE published the J2945/1 On-Board System Requirements for V2V Safety Communications standard. This standard focuses on vehicle-to-vehicle (V2V) safety communications systems' requirements to support a set of six V2V Safety applications. The standards can be purchased from the SAE site at http://store.sae.org.

USDOT Announces the Release of the TPG v2.1 Software Tool
USDOT is pleased to provide the ITS Standards development and deployment communities with a new and updated tool. The Test Procedure Generator (TPG) provides users with two important capabilities for the National Transportation Communications for ITS Protocol (NTCIP) Center-to-Field (C2F) Device Interface Standards with Systems Engineering Content and follow NTCIP 8002 Annex B1 formatting. These capabilities include:
- Guiding the development of test procedures for selected requirements in NTCIP C2F standards.
- Importing draft standards from NTCIP C2F standards developers into the TPG to see a report of any non-compliance to NTCIP 8002 Annex B1. The report provides any breakages between requirement and design detail.
Using the TPG tool will reduce developmental risks, effort, and the cost of developing standards and test procedures, which in turn will encourage the deployment of interoperable NTCIP C2F systems. Agencies can use the test procedures generated by the TPG to help determine an implementation’s conformance to the NTCIP C2F Device Interface Standards. If extensions to the standard have been added for the project, the test procedures generated by the TPG can be used to help determine compliance to a project specification.
TPG v2.1 updates include:
- Compatibility with Windows 7 Pro
- Compatibility with Microsoft Office 2010
- Minor bug fixes
Learn more and download the TPG v2.1 Tool.

The NTCIP 1209 v02 defines the user needs and features, functional requirements, and standardized data element and message dialog definitions for Transportation Sensor Systems (TSS). TSS are used in NTCIP center-to-field deployments, for system operators to get timely and accurate information on traffic flow. A central management station communicates with a TSS device which captures traffic parameters in zones. A zone is an abstract representation of an area, and is independent of technology.
